The Joint Technical Secretariat

In accordance with Article 16 of the Commission Regulation (EC) No 951/2007 of 9 August 2007 Joint Managing Authority may, with the prior agreement of the Joint Monitoring Committee, use a Joint Technical Secretariat with the requisite resources to assist it with the day-to-day management of the activities under the joint operational programme. The JTS is located at a state-owned body – the Centre for European Projects, which is a budgetary unit located in Warsaw.

The Joint Technical Secretariat will perform the following tasks:

launching calls for proposals and preparation of the application pack organisation of the Joint Monitoring Committee meetings,
receipt and registration of project applications,
participation in the project evaluation process, organization and secretariat functions of the Evaluation Committees,
preparation of the contracts to be signed by the Joint Managing Authority (JMA),
supervision of tender procedures,
receiving and verifying the requests for payments and reports, submitted by the beneficiaries,
carrying out on the spot checks,
drafting of the annual reports,
implementation of the information and communication plan,
other tasks supporting JMA in its day-to-day implementation of the Programme.

In accordance with Article 16.2 the Commission Regulation (EC) No 951/2007 of 9 August 2007 The Joint Technical Secretariat may, if necessary, establish small branch offices in participating countries for the purpose of informing potential beneficiaries in those countries of activities planned under the programme.

The competences of branch offices will include the following tasks implemented under the supervision of the JMA and JTS:

the implementation of the information and communication plan,
support in the organisation of the meetings of the Joint Monitoring Committee,
collection of data to improve the monitoring of projects,
other tasks supporting JMA and JTS in their day-to-day implementation of the Programme.

The branch office in Belarus will be located in Brest, the Ukrainian branch office will be located in Lviv.
